England had found themselves 1-0 down at the time of the incident following Laura De Neve’s opener for the home side after just nine minutes.
However, shortly after the resumption of play the Lionesses equalised through Lucy Bronze, who headed home from Chloe Kelly’s free-kick.
The away side pressed home their advantage and went ahead six minutes later when Fran Kirby scored on her return to the international side following an ACL injury.
But Belgium hit back during a length period of additional time thanks to an expert finish from skipper Tessa Wullaert.
